Hi Diane, Offline circ is available, and it looks like the documentation for using it in the web client has been created - http://docs.evergreen-ils. org/reorg/3.1/circulation/_introduction_2.html.
Evergreen uses something called web service workers to store information for offline use. This is the same technology that allows people to use Google docs and other web applications offline. All of the transactions you perform while offline are stored in a database in your browser. I hope this helps!
