John Yorio at Equinox helped me track this down in our system. John found out that the issue was that Evergreen uses the Library of Congress' MARC->MODS 3.3 mapping, which only includes 260$b publishers. See https://www.loc.gov/standards/mods/v3/mods-mapping-3-3.html#publication
