I am not sure what you mean by prefer. open-iscsi is dumb and will try 
to log into whaterver you tell it to.

If the target sends us two addresses, open-iscsi will use whatever you 
setup for the node.startup values. So if one was non reachable, then you 
would want to run

iscsiadm -m node -T target -p ip:port -o update -n node.startup -v manual

so it does not get logged into.

If you were to leave both portals startup values as automatic, then 
open-iscsi would try to log into both portals. If one was unreachable we 
would eventually fail the log in attempt to that one, and only log into 
the reachable one.
