Just a quick follow-up.  It seems that running the following solved my
problem:

  iscsiadm -m node -T 
iqn.1984-05.com.dell:powervault.6001ec9000f337dd0000000048bdc862 -p 
192.168.131.101:3260 --op update -n node.startup -v manual
  iscsiadm -m node -T 
iqn.1984-05.com.dell:powervault.6001ec9000f337dd0000000048bdc862 -p 
192.168.131.102:3260 --op update -n node.startup -v manual
  iscsiadm -m node -T 
iqn.1984-05.com.dell:powervault.6001ec9000f337dd0000000048bdc862 -p 
[fe80:0000:0000:0000:021e:c9ff:fef3:3839]:3260 --op update -n node.startup -v 
manual
  iscsiadm -m node -T 
iqn.1984-05.com.dell:powervault.6001ec9000f337dd0000000048bdc862 -p 
[fe80:0000:0000:0000:021e:c9ff:fef3:37df]:3260 --op update -n node.startup -v 
manual  

Dunno if that's the "best" way to do it, but at least service iscsi
start is now nice and fast. :-)
