Did you only set it in the iscsid.conf? If so did you run the discovery
command to pick it up?

Or did you run the iscsiadm -m node -o update -n setting_name -v value
to update specific targets you have already discovered?

Also are you sure your target is not sending nops and the initiator is
only responding to them?
