There are two parts to this question, I think: 1. Does a plus code allow addressing any location? The answer to that is yes, every location on earth has its own plus code automatically. For example, if you have access to the Google maps app on a mobile device, you can just tap the blue dot and it should display the plus code for your current location near the top of the screen - something like "Location XXXX+XX Cityname". If you don't have access to Google Maps, but can use a computer somewhere, you can find your code on https://plus.codes/ just by selecting the correct location on a map.
2. Does the local postal service recognize and work with plus codes? I don't think this question can be answered by this forum, as it depends on the postal service. I've seen examples of plus codes being used and recognized as postal addresses in India, and for some Indian reservations in the US, but I don't think that this is generally the case yet.
