thanks for bringing this up.

It looks to me that the user manual contains outdated information.
The spec files were removed from upstream repository,
because they are different for each operating systems
and we had to maintain them in two places: upstream repository
and downstream repository, which was a boring job.

You can use specfiles shipped in Red Hat Enterprise Linux
or you can also refer to spec file in Fedora packaging system,
for example in this source package:
https://kojipkgs.fedoraproject.org//packages/openscap/1.2.8/1.fc23/src/openscap-1.2.8-1.fc23.src.rpm
