Was compiling OpenSCAP per directions:

When running ./configure, receive following error:
checking for atomic builtins... yes
configure: error: in `/home/ec2-user/openscap':
configure: error: oscap-docker requires bzip2! Either disable
oscap-docker or install bzip2.
See `config.log' for more details
However, I have bzip2 installed:
$ rpm -qv bzip2
bzip2-1.0.6-8.12.amzn1.x86_64
I believe the docs should be updated to say bzip2-devel is needed. Can
this be added into the install docs?
