Hi, I have taken over the initiative and I work on enabling Windows support in OpenSCAP.
Unfortunately OpenSCAP was designed for Linux, and there is a lot of low-level stuff that needs to be changed to make it working on Windows. It isn't working on Windows now, but I'm getting closer. I hope we will be able to release an upstream version of OpenSCAP for Windows in 2-3 months. Stay tuned.
