it depends on how you would like to contribute. Most of the time,
contributing means opening a pull request at the project's Github that
fixes something - if this is your case, check out
https://github.com/OpenSCAP/openscap and possibly
https://github.com/OpenSCAP/openscap/blob/maint-1.3/docs/developer/developer.adoc
However, you may think of other ways of how to contribute, in which case
tell us what's on your mind, and we will see what can be done.
