Job Title:  *Java/Rules Developer with Federal Agency Experience*
Location:  *Maiden Lane**, NYC, NY*
Duration: *12 months (possible extension)*

*SCOPE OF SERVICES*
The project is intended to provide new and existing businesses with the
tools required to open and expand businesses in the New York City area.
Additionally, the project is intended to provide businesses with a web
location where they can log on to manage all of their business transactions
with the City.  Major development is being divided into multiple phases of
successive increasing complexity, all beginning concurrently.

*Responsibilities:*
•    Participate in development of systems design; this includes specifying
the component packaged and custom applications, class diagrams, sequence
diagrams, activity diagrams, etc.
•    Manage, support, maintain, enhance and create business rules
applications and other web components for enterprise system.
•    Work directly with users to define business rules and processes.
•    Communicating risks and issues to project management
•    Coding and designing application
•    Using best practices for development
•    Perform unit testing and fixes during testing Phase
•    Create/document deployment procedures
•    Create/document operational procedures

*The resources will be responsible for the following deliverables:*
•    All documentation regarding system design
o    Detailed System Architecture Diagram
o    Data-flow Diagram
o    Class Diagrams
o    Activity and State Diagrams
o    Component Diagrams
o    Deployment Diagrams
o    Configurations
•    Build and unit tested modules for the system
•    Use cases and misuse cases for handoff to QA team

*Requirement:*



*Must have State or Federal Agency Experience (Mandatory no exceptions)*



   - A minimum of 8 years of experience development for large-scale
   enterprise applications including:
   - At least 4 years of experience in Java/J2EE;
   - *At least 3 years of experience developing applications using rules
   engine technologies, such as Fair Isaac Blaze (preferred) or ILog; ***
   - At least 3 years of professional experience performing business rules
   analysis and development;


   - Experience in Service Oriented Architecture and Web Service
   development.


   - Strong knowledge of XML Technologies (XML, XSL, XSD).


   - Knowledge of Spring and Hibernate.


   - Experience with relational databases preferably Oracle.


   - Strong Knowledge of BEA Weblogic, UNIX, Solaris, and Linux.


   - Novell LDAP knowledge.


   - Ability to produce technical documentation.


   - Solid knowledge of testing tools and techniques.


   - Excellent oral and written communication skills and the ability to
   clearly articulate to all project members and stakeholders; must be a team
   player who works well with technical and non-technical resources.

 ·     Must take initiative, be a decisive decision-maker and show
confidence in decisions made.

   - Must be able to take strategic direction from executive management and
   participate in strategic planning activities throughout the lifetime of the
   project.


   - Must be able to see tasks through to completion without significant
   guidance.


   - Must be able to provide documentation on their work.





*Desirable Skill/Expertise*

 **

A Bachelors or Masters degree in MIS, Computer Science, or equivalent
experience is desired.

*Knowledge of National Information Exchange Methodology (NIEM).*

Experience in Content Management Systems such as Interwoven Teamsite or
Documentum.

Knowledge of Portals preferably Vignette Application Portal.

Experienced with formal SDLCs and business analysis methodologies; Working
knowledge of business analysis documentation standards.
