*Business Analyst:*

The review, assessment, and development of business processes *utilizing
the Precision Transportation Management System*. Focus is on the effective
use of resources, both people and technology.

To analyze and translate business requirements into system deployments
and/or business process changes. The business analyst acts as a change
agent to help facilitate effective deployments/modifications to current
practices.

Initial work will include the administration and documentation of the
*Precision* application for use in the training of additional
administration resources.



*Overall:*

The Business Analyst operates under general or minimum supervision, and
performs duties with broad latitude for judgment. Collaboration with
business project teams providing distribution solutions.

Expected to independently perform business process analysis; document,
recommend, and make process and configuration changes to systems.

Tasks assigned to this position require an in-depth and broad understanding
of problem identification, analysis and resolution.

Specific duties of individual assignments vary and system administration
task will also be performed. These other duties may include general
analytical assignments.



*Examples of Duties:*

·         Defines and documents customer business functions and processes.

·         Consults with business to identify, define and document needs and
objectives, current operational procedures, problems.

·         Acts as a liaison between end-users, technical analysts, and
consultants in the analysis, design, configuration, testing and maintenance
of *Precision* to ensure optimal operational performance.

·         Analyzes the feasibility of, and develops requirements for, new
systems and enhancements to existing systems; ensures the system design
fits the needs of the users.

·         Tracks and fully documents changes for functional and business
specifications.

·         Identifies opportunities for improving business processes
through *Precision
systems* and/or non-system driven changes; assists in the preparation of
proposals to develop new systems and/or operational changes.

·         Conducts change impact analysis to assess the potential
implications of changes and documents functions and requirements.

·         Provides technical assistance in training, mentoring, and
coaching for TDC administration.

·         Coordination of development projects though the Software
Development Lifecycle.

·         Support, documentation and automation of Standard Operating
Procedures.

·         Management of TDC resources tasks in support of *Precision*
administration.

·         Monitor system transactional capacity against current and
expected growth.



*Minimum Qualifications:*

Education: A Bachelor’s degree or higher from an accredited college or
university in a field directly related to business management and analysis.



And



*Experience:* Two (2) years of experience in business process analysis,
major computer system implementations, change management, large group
facilitation, and/or major analytical or research studies.



*Knowledge of:*

Distribution management systems, export compliance process/documentation or
similar systems; Database design and operation; application software
including presentation, spreadsheet, flow charting and word processing
applications; methods of developing business process specifications;
procedures and methods for testing business functions within computer
systems; principles and practices of producing effective project
documentation;  statistical methods, group decision making processes,
project team development, facilitation techniques, methods and techniques
in conducting analytical studies and systematic approaches to problem
solving; time management and organizational skills; project management
techniques; techniques for managing change; English grammar, punctuation,
spelling and usage.



*Ability to:*

Perform duties independently under general, minimal supervision within
specific assignments; research, analyze and make recommendations on
administrative, management and procedural practices and other complex
business problems; analyze, evaluate and integrate business processes and
procedures; apply creative thinking in the use and development of business
processes; write logical, comprehensive, concise reports and
correspondence; communicate effectively orally and in writing using
language understandable to management and employees; acquire subject matter
expertise in the functions and activities of the business, including
applicable laws, rules, regulations, procedures and technical operations;
establish and maintain effective and cooperative working relationships; use
troubleshooting and analytical skills; apply technical competency with
strong computer skills; utilize time management skills and multi-tasking
capabilities; develop and document business and processes, functions and
procedures; handle multiple and parallel projects



*Typical Physical Requirements:*

Sit for extended periods; frequently stand and walk; normal manual
dexterity and eye-hand coordination; lift and move objects weighing up to
25 lbs.; corrected hearing and vision to normal range; verbal
communication; use of office equipment, including computer, telephone,
calculator, copiers, and fax.

Work is performed in an office environment; continuous contact with other
staff and the public.

Occasional travel throughout the world is required.
