The Data and Analytics Unit within the State Health Plan will implement the
vision for data and analytics for the State Health Plan, provide data in
support of the strategic plan goals, and work with the operational sections
of the State Health Plan and their analytical staff to identify and achieve
their goals. The unit is the owner of the State Health Plan data and is
responsible for ensuring its appropriate stewardship, management,
maintenance, and security.



The Data Analyst for the State Health Plan is responsible for ensuring that
the analytics needs of the business are met both through being responsive
to questions and through identifying areas of analytics interest and
pursuing the data to reasonable solutions. The analytics to be completed
include identifying problems, developing solutions, and evaluating results.



Day to Day Responsibilities will include, but are not limited to:

•             Responsible for preparing complex data files for various
internal and external customers

•             Ensure that all data are accurate and available to meet
established deadlines. Identify complex data and process improvement
opportunities and take ownership of resolution.

•             Understand and work with the multiple sources of data
available to the State Health Plan, including claims and eligibility data.
Utilize SAS to evaluate a wide array of data types and to perform analyses
according to analysis plans (develop analysis plan). Upon request, assist
in developing study methodology, determining sample sizes, manipulating
complex databases, and tracking and evaluating patterns of care and
outcomes.

•             Utilize data from the SAS data warehouse and other sources to
prepare quarterly dashboard reports on key metrics

•             Assist in designing and implementing evaluations to monitor
and evaluate initiatives. Develop data collection instruments, collect
required data, analyze, and report on decided upon process and outcome
measures.

•             Participate in the development of methodology for
calculations of Return on Investments (ROI) as needed.

•             Prepare and present data to internal and external
stakeholders to guide strategic planning and to assist in monitoring
progress towards strategic goals

•             Provide analytical support and ad hoc analysis including
design and database queries to extract necessary data.

•             Compile, organize, and analyze data, and identify likely
significant variables and underlying relationships.

•             Produce accurate and informative products (reports,
spreadsheets, maps, PowerPoint presentations, charts, graphs, briefs, etc.)
that are visually meaningful with minimal review required

•             Assist in conducting complex data analysis, sampling designs,
and performance measurements using software with various statistical models
and tests

•             Write complete documentation of analysis results, findings,
and recommendations of advanced analytics performed

•             Perform complex data analysis and data manipulations of large
datasets from various sources by applying proficient programming languages
and scripting skills.

•             Other duties as assigned

•             Provide consultative and analytical support to customers on
various projects; conduct ad hoc analysis as directed by management to
include the evaluation of operational, clinical, disease prevention,
quality, and general business programs and processes. With management
guidance, design and/or implement inferential data modeling techniques,
solve business problems through analysis and communicate the outcomes of
analysis to business owners and management.

•             Work with the business to develop ad hoc reports required for
program development and monitoring. This could include additional in-depth
analysis to determine cause and effect within trend patterns observed in
utilization and quality metrics. Interpret and translate data for the use
of staff.

•             Use business knowledge to determine project requirements,
resolve business issues and identify changes or barriers to success.

•             Assist in providing advice to management in all aspects of
advanced analytical techniques by proposing solutions to planning
strategies, resource allocation and ad-hoc requests.

Contract Support

•             Participate in contract development and negotiations and
monitoring to ensure that Plan’s data needs are met by the Plan’s
contracted vendors.
