Role: .NET Developer Duration: Above 6 months Location: New York, NY 10007 Only Local Candidates with GC/EAD-GC/USC SCOPE OF SERVICES: As part of the provisional reduction plan, DCAS needs to develop an integrated civil service system that will enable the exams unit at DCAS to develop and manage civil service exams more efficiently. The new system will enable the exams unit to independently configure, score, and schedule an exam using a web based system. Deliverables are: Exam Setup · Creation of exam high level parameters such as exam number, filing period, exam fee and other related parameters · Configuring of multiple parts of an exam from education and experience (E&E), multiple choice, physical, etc. · Configuring and grouping of series exams · Developing exam sections (education, experience, selective certification, vendor certification, etc.) · Developing a reusable item bank for each exam section Scoring and Modeling · Developing an interface for exam administrators to develop scoring formulate for each exam · Enabling exam administrators to model/test scoring formula by simulating applicants taking an exam · Saving simulation results · Creating user friendly screens for comparing different scoring formulates Scheduling · Developing a site management module to govern exam sites · Creating screens for exam administrator to manage test sessions · Enabling test candidates to make and manage test session reservations · Enabling mass scheduling of test candidates based on test site availability and candidate’s address Redesign the public facing website · Redesign the website to make it ADA complaint · Enabling the site to be mobile friendly · Building new self-service pages DCAS is seeking: · One .NET Developer (Specialist III) to work with the Project Manager and DCAS staff to develop the new integrated system. The developer will be responsible for building and maintaining internal and external facing web applications. The selected candidates will work with a team of experienced analysts, developers and business resources to build a highly-performing web-based system. MANDATORY SKILLS/EXPERIENCE: · 7+ years of experience developing Microsoft ASP.NET applications using MVC 4 or higher · Experience with Microsoft Entity Framework 5 or higher · 5 + years of experience with JQuery, HTML5, and CSS3 · Experience with using WCF or WebAPI · Experience in design and development of database driven applications with advanced reporting functionalities. · Experience in design and implementation of user interfaces · Experience with using TFS as a source control tool as well as using the Agile, and · Scrum templates in TFS · Experience in data integration/ETL · Experience working with Representational State Transfer (REST) web services and designing and developing XML based schemas for data exchange · Excellent communications skills. DESIRABLE SKILLS/EXPERIENCE · A Bachelor’s degree in computer science or a relevant field · Experience with Microsoft TFS and continuous integration/deployment environments · Experience/Knowledge of Angular JS · Experience with MS.
