 *Introduction*

**The Client recently redesigned our Business Continuity and Disaster
Recovery (BCDR) architecture as part of the Client ’s Global IT
Infrastructure Strategic Realignment (GSR). It comprises of two data
centers, the primary is in Chantilly, VA and the secondary is Washington DC.
 As a result of GSR, we have recently completed the migration of key systems
to an active-active architecture. During the migration, a Disaster
Recovery(DR) plan was created.  This DR plan has DR testing steps for
individual applications, Given this new architecture, we need to define and
begin to implement a new approach to BCDR testing. This is needed to confirm
the resiliency of our systems and our ability to recover full capacity
following an unplanned outage, satisfying our prescribed Recovery Time
Objectives (RTO) and Recovery Point Objectives (RPO).

 *Project scope*The contractor will: 1)       Gain an understanding of Client
's systems architecture.2)       Review Client ’s application-level recovery
steps to satisfy prescribed RTOs and RPOs.3)       Identify relevant
industry standards for resiliency and recovery testing.4)       Develop an
approach and program for ongoing "steady state" BCDR testing. 5)
Recommend
the method, sequencing and timeline for phased implementation of the testing
program, including the specific components for the first stage of
implementation to be completed by June 30, 2010. 6)       Develop detailed
plan for the first stage of testing, including test scripts, to enable
execution of the testing and also to serve as template for the development
of similar plans for later stages of testing.
*Deliverables*1)       Create a steady state BCDR testing program, for
adoption by Client . This program should be defined in sufficient detail
with testing plans for individual components. The program definition
document should include sections providing an overview of Client 's systems
architecture and referencing applicable industry standards, on which the
program is based.2)       Create a program implementation plan, for adoption
by Client . The plan should define implementation phases and the individual
components thereof, a timeline for execution, and estimated resources
required for execution of each phase. It should cover the first full cycle
of the steady state testing program, to be repeated thereafter. This plan
will adhere to Client ’s business imposed blackout dates 3)       Conduct
the first stage of testing. The test plan, including test scripts for the
first stage of implementation to be completed by June 30, 2010. The plan
should be documented in a form that will serve as a template for plans for
all remaining stages (which are to be developed at a later date).4)
   Report
on results, findings and recommendations from first stage of testing.
