Title: SharePoint/Web Application Developer Location: NYC,NY
Rate: $45/hr Duration: 4 Months I.Background The consultant is expected to manages activities related to the optimal functioning of the Contents and Collaboration Architecture (CCA) in conjunction with provisioning of technical support with the intention of achieving optimal utilization of intranet, extranet and public website. The consultant will focus particularly intranet which is run on Microsoft SharePoint, and its linkage with extranet and intranet which is run on other applications. S/he will also lead applications development and incident management which should support rapid response to client needs. In addition s/heThe incumbent will actively advise OIST management on risks and issues associated to the maintenance and support of CCA and necessary steps for their mitigation as well as opportunities for potential initiatives to enhance effectiveness of the system utilization. II.KEY RESULTS EXPECTED/MAJOR FUNCTIONAL ACTIVITIES Key Results Expected/Major Functional Activities 1. Effective Applications Development Support • Plan and lead application development effort within Microsoft SharePoint environment • Reduce redundancies between intranet applications and PeopleSoft based corporate ERP application and foster integration between the two to maximize synergy and enhance end user experience. • Perform system and component level analysis, design coding test and documentation for application development projects. • Design and deliver application functionality through programming and infrastructure software, provide significant hands on technical development • Lead on site and off shore development teams in using and enhancing best practices standards and methodologies for development • Perform system and component level analysis, design, coding, test and documentation for applications deployed on Microsoft SharePoint platform. • Coordinate public website and extranet teams to ensure integrity of CCA • Represent OIST, as required, in occasions to promote contents and collaboration architecture both within UNDP and also externally. 2. Efficient Use of Intranet and Contents and Collaboration Architecture • Keep abreast of strategic directions and initiatives of CCA (intranet, extranet and public website) and proactively provide feedback to maximize synergy across different components of CCA. • Systematize/analyze user feedback to the intranet platform and propose possible enhancement to the Chief, Enterprise Solutions. • Based on the analysis of system usage and user feedback, propose non technical solutions, including training and promotional activities contributing to the efficient use of existing intranet. • Provide support to other initiatives of which requires development effort or in depth knowledge of Microsoft SharePoint . 3. Reliability of Intranet and CCA platform — reduced response time for case resolution • Track user issues and resolutions proactively in coordination with MSC Helpdesk to ensure timely resolution of technical issues associated with delivered CCA functionality. • Track systems performance and the business calendar proactively in coordination with CCA Production Support Team and business community, to preempt support needs and make necessary arrangements to ensure timely resolution of technical issues under different circumstances. • Ensure optimal mix of in-house staff and outsources partner to provide user support services in the most efficient and cost effective manner. • Monitor performance of outsourced partners in meeting established performance targets. • Constant review and fine tuning of working arrangements with stakeholders and the business community needed for swift resolution of the cases. • Provide quality assurance of provided solutions and implement improvements as required. • Ensure that training materials are current, as well as build a knowledge base for resolutions. • Effectively utilize networks to engage end user communities to promote effective use of delivered function of Intranet. 4. Testing • Lead the acceptance test phase by mobilizing clients and achieving their sign-off. 5. Managerial Functions Is accountable for integrity, transparency, and equity in the management of UNDP resources including: • People Management through recruitment, performance and career management of staff to motivate and promote organizational excellence; lead the learning management activities including establishing Unit Learning Plans and ensure that supervised staff meet their development needs while addressing UNDP’s ICT enterprise system needs. • Resource Management by providing strategic and data inputs into the Bureau/Office budget preparation exercises and managing sub-allotments issued to unit and/or specific activities within the unit. • Contract Management including implementing procurement processes and providing oversight to contract implementation; payments certification. • Content Management by ensuring (1) prescriptive content within the functional areas is continuously updated and available through the Portal (2) Best Practices are continuously identified, documented and made available to clients and peers through the Portal and (3) appropriate and up-to-date information and learning tools are available. • Information Technology Management through leveraging of Microsoft SharePoint functionality for improved business results. III. COMPETENCIES Technical/Functional • Strong Functional Knowledge on SharePoint 2010, with active participation in the 2010 beta process and exposure to 2010 both through hands on and through formal training. • Strong working knowledge of SharePoint services architecture knowledge • Strong working knowledge of .Net 3.5 or 4.0, C# and SharePoint webpart programming • Strong working knowledge of SharePoint administration which includes installation, configuration and maintenance • In depth knowledge of Microsoft Office System and its integration with SharePoint • Strong working knowledge in Building Oracle and(or) SQL server database queries, stored procedures, and views • In-depth knowledge of Windows Server technologies including Windows Server 2008, IIS, and Virtualization • In-depth experience with Web technologies (HTML, CSS, JavaScript, XML, XSLT), ASP.NET concepts, Security (Active Directory, ISA), Networking (DNS, HTTP, SSL), Email (SMTP), Database (T-SQL, PL/SQL, normalization), and Storage (SAN) concepts • Formal software developing and testing methodologies (e.g. MSF) and software failure analysis. Education: • Masters degree in IT or Computer Science or Business Administration, or equivalent or Bachelor’s degree in Computer Science or Business Administration with relevant experience. Experience: • Minimum 5 years of experience with increasing levels of scope and responsibility. Language requirements: • Fluency in English mandatory.
