*General Description: *

Performs lead and highly advanced analysis, design and administration of
complex investment information systems. Work involves overseeing the
planning, designing, implementing and administering of automated investment
information and reporting systems to meet business user needs; compiling,
analyzing, evaluating, and reporting on investment processes and related
financial data; and consulting with Investments and TRS management on
information and reporting needs. Works under limited supervision with
considerable latitude for the use of initiative and independent judgment.

*Other essential duties include, but are not limited to:*
•    Compiles, analyzes, evaluates and reports on investment processes and
related financial data, including:
•    Leading the assessment of Investment analysis, data, security and
reporting needs, including conferring with Investments/TRS management and
staff to define scope and deliverables to meet business data and reporting
needs.
•    Formulating and defining system interface models and objectives based
on customer requirements.
•    Developing new or revising existing data analysis and reporting
systems, techniques, models and methodologies.
•    Overseeing the business application administration of investments
information systems.
•    Updating systems in response to changes in benchmark data and testing
for logic errors that may result from changes that impact query tools
already in place.
•    Coordinating ad hoc and special requests for investment information
from TRS management and staff, the Custodian, contract vendors, brokers,
and other interested parties, including compiling data and preparing and
distributing reports.
•    Establishes functional requirements to solve complex business
problems, prepares detailed specifications for developers, and develops and
provides support documentation to business group and clients.
•    Analyzes and evaluates current Investment related software,
applications, processes and procedures, and makes recommendations for
changes and improvements.
•    Leads development and implementation of operating controls and
procedures for investment information systems.
•    Oversees the development and implementation of investment information
systems project plans, manages overall project communications and resolves
business issues.
•    Coordinates with vendors and TRS staff to implement system changes and
updates.
•    Works closely with business unit, Information Systems Support and
system analysts to transform user cases into test cases.

*Education and Experience: *
•    Bachelor's degree from an accredited college or university (or High
School graduation or equivalent and may substitute full-time professional
financial analysis and reporting, investment operations and reporting,
systems analysis or closely related experience for the required education
on a year for year basis). "
•    Considerable skill in project management, including planning,
organizing and coordinating work assignments to effectively meet frequent
and/or multiple deadlines, in handling multiple tasks simultaneously, and
in managing conflicting priorities and demands.
•    Considerable skill in analyzing problems and devising effective
solutions.
•    Considerable skill in business process management and improvement.
•    Skill in negotiation and consensus building.
•    Considerable skill in effective verbal and written communication of
complex managerial and technical information to people of varying technical
backgrounds, including skill in presenting analysis and recommendations.
•    Extensive skill in using a computer in a Windows environment with word
processing, spreadsheet, database, report writing and other business
software.
•    Extensive skill in providing effective customer service.
•    Ability to establish and maintain harmonious working relationships
with co-workers, agency staff and external contacts, and to work
effectively in a professional team environment."
