*Project Goals*

This person will support the Online Initial Licensure Application project
team by serving as a senior .Net developer, executing plans of development,
system testing, application scanning (AppScan) and resolving UAT and post
implementation issues.  They will be required to work in conjunction with an
existing IT team to meet the schedule of rolling out Online Initial
Licensure Applications for health care practitioners licensed by the
Division of Medical Quality Assurance and will be fully dedicated to this
project.  This project has a planned completion date of December 2011.

The senior programmer will take direction from the project manager and will
coordinate with the MQA IT team on all tasks and will elevate risks and
issues to the project manager and the MQA IT Team.

The primary responsibility will be to convert detailed design documents into
an existing .Net application.  This will require the programmer to work with
the existing IT team to learn the infrastructure and coding standards of
this application.  This position will require coordination with the
Technical Lead, Business Analysts, and Project Manager.

*Requirements***

·         Minimum 5 to 10 years of documented application development
expertise in the following technologies and products: object-oriented and
object-relational design and development, web technologies, XML, HTML,  MS
SQL, Microsoft .Net (VB.Net, ASP.Net), MS Visual Studio 2003 and 2005

·         Modify, develop, design, and maintain .NET applications to meet
design and change specifications

·         Provide application development expertise in Adobe LiveCycle and
MS SourceSafe

·         Modify, develop, design, and maintain PL/SQL procedural code

·         Experience in delivering tasks in the agreed schedule, to the
correct technical specification (i.e. defined to meet user requirements)
within the approved budget or other specified criteria

·         Maintain technical documentation for all development tasks

·         Independent person that can manage their own workload but works
collaboratively with team members, project members and customers

·         Experience with User Acceptance Testing methodologies and
documentation

·         Critique and trouble shoot problems, evaluate enhancement
requests, provide time and effort quotes on enhancements, effect
enhancements to the system through user acceptance in a staging environment
to implementation into a production environment.

·         Provide input to project plan tasks including effort and time
frames.

·         Ensure source control and version control for change management
for all development tasks

·         Strong communication skills

·         Experience using Microsoft Project, Excel, Word, PowerPoint, and
Visio.  These are the primary tools used within the Division for
documentation.

·         Government, Legislative or Health Industry project experience
desired

·         Experience with Versa LicenseEase (base system is LicenseEase v4
for Oracle) product desired

*Objectives*

The objectives and tasks to be performed by this senior .Net programmer
include the following:

   - Review requirements, program, system test, troubleshoot UAT issues and
   deploy Online Initial Applications for each profession as set out in the
   Project Plan.
   - Resolve post-implementation issues as they arise
   - Communicate challenges, issues and successes as they arise to the
   project manager and project team, as appropriate.

 Reporting for emergency duty is required as part of your position.
Emergencies may occur at any time and create varying degrees of damage,
human suffering, injury, death, and property damage or destruction.  The
Department of Health, along with many other local and state agencies, has
responsibilities before, during and/or after emergencies.  As a DOH
contractor, you are an important part of our emergency responsibilities.  In
the event of an emergency, unless you are granted a temporary exemption from
emergency duty, you may be required to work before, during and/or beyond
your normal work hours or days to perform emergency duties including, but
not limited to, responses to or threats involving any disaster or threat of
disaster, man-made or natural.
