Description:



The Department of Health and Human Services (DHHS) is seeking a contractor
for The Division of Information Resource Management (DIRM) to proved Project
Management Services. The selected candidate must be a results-oriented
individual with a very strong work ethic and must be able to demonstrate
excellent IT Project Management, negotiation, communication and
problem-solving skills. This position will be responsible for working with
both senior-level business executives and IT personnel to execute project
requirements and manage stakeholder expectations and will assume a lead
project management role for the Business Electronic Access Management (BEAM)
implementation project



The BEAM project team will focus on the implementation of a vendor case
management package for three DHHS divisions (Vocational Rehab, Blind
Services, and Deaf & Hard of Hearing). The selected candidate will manage
the day to day activities for the project as well as all input to the State
PMM tool and will directly manage on a daily basis project risks, cost, and
schedule.











Required:

* Minimum eight (8) years of project management experience, large-scale,
complex IT implementation initiatives.

* Proven track record of delivering IT projects within budget, scope and
schedule.

* Objective decision-making ability based on strategic objectives priority,
business performance analysis and resource availability.

* Hands on experience managing project risk, cost, schedule, quality,
testing, and communications.

* Demonstrated Project Management experience on system deployments with
multiple clients.

* Strong supervision, organizational, interpersonal and time management
skills.

* Demonstrated presentation and training skills.

* Demonstrated oral and written communication skills.

* Solid work experience with project management tools (e.g. Microsoft
Project)

* Demonstrated technical architecture/infrastructure knowledge and
experience, including experience with multiple hardware platforms and
operating systems.



Preferred:

* PMI certification Project Management Professional (PMP).

* Demonstrated technical expertise with client server applications.

* Experience with State Government IT initiatives.

* Experience implementing vendor packages.

Description:



The Department of Health and Human Services (DHHS) is seeking a contractor
to provide Project Management Services for the North Carolina Division of
Information Resource Management (DIRM) for the Division of Child
Development’s Attendance Reporting and Payment Delivery Services. The
selected candidate will provide senior leadership and oversight for
planning, management, and implementation of Attendance Reporting and Payment
Delivery Services.



Responsibilities include, but are not limited to the following:

• Provide supervision and assistance with project plans and implementation •
Ensuring that deliverables are completed timely and accurately • Serve as
information technology management liaison to the business client • Assist
with and approve the business and technical approaches • Develop and
maintain project plans and schedules • Supervise staff (State and
contractual staff) • Provide extensive vendor management though
implementation • Monitor and report progress to DIRM and DHHS management,
executive management, and executive level committees • Monitor budget
preparation and expenditures • Ensure project deliverables are completed
timely and accurately • Coordinate with internal and external entities •
Ensure Information Technology Services (ITS) and State Chief Information
Office (SCIO) project documentation • Approvals and status is developed and
maintained • Manage, and conduct formal presentations and briefings.











Required:

• Minimum of (7) seven years post-graduate experience and a diploma or
degree in a computer-related discipline or equivalent computer-related
technical experience.



Significant practical experience in:

• Information technology staff supervision • Project management related to
information systems’ efforts • Vendor management, RFP’s, reporting
documentation • Systems analysis.



• Proven information technology experience related to Project Management,
systems development and the implementation of purchased solutions/services.

• Proficiency in the use of MS Project and other Project Management related
tools and standards



Preferred:

• Understanding of the core functionality and the associated business
processes of a Social Services organization • Project Management (PMP)
Certification Experience in:

• Business planning

• Human services program management

• Project management

• Experience in multi-platform environments
