*Job Description:                             *
•Designs, develops, modifies, debugs and evaluates programs for functional
or operational areas.
•Analyzes complex business problems to be solved with automated systems.
Provides technical expertise in identifying, evaluating and developing
systems and procedures that are cost-effective and meet user requirements.
•Analyzes existing programs or formulates logic for new systems, devises
logic procedures, prepares flowcharting, performs coding and tests/debugs
programs.
•Participates in hardware/software selection, and vendor selection.
•Assists with development of annual and 5-year capital IT budgets.
•Participates in business strategies, objectives and drivers.
•Develops conversion and system implementation plans. Prepares and obtains
approval of system and programming documentation. Recommends changes in
development, maintenance and system standards.
•Configures system settings and options; plans and executes unit,
integration and acceptance testing; and creates specifications for systems
to meet business requirements. Designs details of automated systems.
•May train users in conversion and implementation of system.
•Upholds the safety compliance standards inherent in client’s operating
and/or field procedures related to work responsibilities. Promotes and
supports a culture of total safety.

JOB RESPONSIBILITIES
•Diagnoses complex problems, develops and implements (specialized technical
requirements as shown in attachment) environment. Effectively understands
relevant business processes so that they can be modeled in internal systems.
•Performs complex and demanding tasks dealing with the analysis, design,
configuration, development and implementation of solutions serving business
line and functional units.
•Maintains or develops complex application components (analysis, design,
development and implementation of solutions) based on functional
requirements in the (specialized technical requirements as shown in
attachment) environments.
•Leads coordination, facilitating interactive analysis and design sessions
with representatives of business line and functional units.
•Carries out detailed system design and writes functional and technical
requirements/specs, develops test plans and applies testing, and quality
monitoring procedures.
•Provides guidance to business and functional units in developing tests and
training plans and materials.
•Provides day-to-day support to users and to lower-level developers, as
well as drives improved user productivity through developing and
implementing new business process and systems solutions.
•Leads other team members, as required during the development cycle of
assigned projects.
•Provides guidance to business and functional units in developing tests and
training plans and materials.
•Responsible for the identification and resolution of gaps in the business
processes. Is involved in security/authorization set-up, user
documentation, data interface design, data migration and reconciliation.
•Specifies and applies testing and quality monitoring procedures.
•Provides necessary coordination, facilitating interactive analysis and
design sessions with representatives of business line and functional units.
•Contributes to annual and 5-year capital IT budgets.
•Proactively contributes to the overall IT strategy via direct experience
in tactical projects and specific user requirements.
•Participates at the departmental level in line organization initiatives,
tactics and strategies to act as a liaison from the line organizations to
IT for continued development of the internal systems.
•Provides leadership and mentoring to subordinates.
•Participant in project initiation and defines high-level requirements.
Works collaboratively with Project Management to organize and lead the
development effort.
•Assists in tailoring the development process to meet the project needs and
assists project managers in scheduling, budget tasks, and defines
high-level requirements.
•Mentors others, and monitors other business or technical analysts in
project software development methods and processes and aligns these
processes with project needs.
•Based on a solid understanding of scope and processes, can independently
gather/establish business requirements of new developments to meet changing
business needs.
•Provides technology direction to business for tactical approaches.
•Establishes and manages moderate sized project plans.
•Manages interface activities with middleware systems and processes that
connect to core systems.
•Works to create Centers of Excellence based on best practices.
•Acts as a champion in standards and methodology governance, performing
code, design and standard reviews for others within the department.
•Performs other duties as assigned.
