*PHP – Website Developer*

*Duration:* 4 Months to start

*Manager Notes*

·         We will look for PHP experience, knowledge of accessibility
standards, and experience developing of web pages driven by SQL Server
databases.

·         We have not specified minimum experience for these other
technologies.

·         We look at this as a senior developer who will be expected to
develop pages without learning on the job and without technical support,
with the exception that support on the databases will be provided.

·         Design of the pages will be in collaboration with staff.



*Engagement Description:* Website Development

1.       Home page and primary first level pages. Develop prototype home
pages using dropdown / flyout approach and mega menu approach. Develop
final draft home page and 4 6 top-level subdivision pages.

2.       Email subscription system. Develop a web-based email subscription
system allowing users to maintain subscriptions to multiple lists and
allowing the agency to manage the lists and use them for bulk email
messages.

3.       Develop prototypes and final versions of dynamic pages that
display complex data fr0m the agency's SQL Server databases. Examples: (1)
A District View page, which provides all election activity for a
user-specified district in one repository that can be drilled down and also
displayed in graphical ways. (2) Search pages in which a user builds
queries into the agency's data to obtain user-specified information.

4.       Incorporate "Who represents me?" and other third-party
functionality into selected pages. Incorporate code fr0m other sources so
that it is fully functional in the agency website, not requiring a link to
an external site. Support by sources of code will be available. y
geographic location. The developer will integrate these modules into
completed graphics pages.

5.       Creation of page and code for "MyCFB" feature. The MyCFB feature
allows a registered user to create an alternate "home" page, the MyCFB
page. Users will be able to select candidates, links, publications,
calendars, etc., that the user wants to follow. Information may be
displayed on the MyCFB page in summary form with sub-pages for detailed
information. The design of this concept will be collaborative with the
developer creating prototype pages for user analysis and comment in the
process of arriving at the final design. Incorporate existing IAM features
to allow login to the user's custom page.

6.       Development of graphical ways to represent data that can be
reused.

7.       Development of other pages and functionality. Knowledge of
accessibility standards compliance



All website development work done by the agency must comply with the
Minnesota State Accountability Standard, version 2.00. Although it is the
agency's responsibility to ensure compliance with this standard, the
selected developer should have knowledge and experience with developing
accessible websites using the Web Content Accessibility Guidelines 2.0,
level AA.



This role requires experience with compliance in web content accessibility
and WCAG standards.



The agency's site will be built using HTML, PHP, JavaScript, and Spring
Framework 4.0. Some features will use the Google API for address geocoding.
Environment: Apache server, MS SQL Server 14 DBs.
