*Please send your resume to [email protected] <[email protected]>* *Location: Vacaville* *Job Description:* *VB Programmer* *The tasks for the VB Programmer include, but are not limited to, the following*: Consultant shall provide expert programmer analyst services for PBS (Premium Billing System) relating to VB, VB6, C#, HP-UNIX, Oracle RDMS, DB2 RDMS and Sybase at State Fund and consult to IT Management, projects, and staff. The scope of consultant duties includes, but is not limited to, the following: - Able to communicate effectively with users at all levels - Provide analysis of user requirements to fix production problems and enhance existing systems - Produce detailed system documentation and work with team through design and code walkthroughs and provide technical support for issues they are resolving. - Create approved new applications, and diagnose and repair production application program problems, and develop enhancements to these systems as assigned - Create and monitor application interfaces, and monitor data interchange sessions State Fund, at their discretion, can utilize Consultant resource in any capacity to meet the needs of State Fund. Consultant resources may be assigned by State Fund to lead teams, work independently, work on teams lead by State Fund, Consultant resources or, teams lead by other consulting firms. *Tasks* The Consultant tasks include, but are not limited to, the following: - Analyze of system design problems and suggest alternative designs/solutions - Develop project plans with detailed tasks as requested by the manager - Gather business requirements and/or bug fixes from the user community - Convert the user requirements into functional and technical specifications - Code programs as per the technical specifications and unit testing - Document programming work effectively with process flow diagrams - Provide Production Support as needed or required - Work independently, as a member of a team or as a lead of a team as required by State Fund - Perform approved maintenance to continue business viability of the mainframe applications - Diagnose and repair production application program problems (or create enhancements) - Follow internal SDLC methodologies in the creation of test plans *Desirable Core Competencies:* • Act with integrity • Use sound judgment • Commit to quality • Demonstrate adaptability • Innovate • Think strategically • Communicate effectively and influence others • Work well both independently and as part of a team . *Mentoring & Skill Enhancement* Mentoring and Skills Enhancement of State Fund employees by Consultant resources are considered an integral part of this engagement. The Consultant will work in a collaborative fashion with State Fund IT management to create and provide a specific training to designated State Fund employees in those areas of State Fund’s systems in which the consultant has knowledge and expertise. The Consultant shall provide input to IT management to develop a training and mentoring plan to include specific skill sets, tasks, and training methodologies. The Consultant Resources will be responsible to execute the training and mentoring plan(s) with designated State Fund employees. The Consultant resource shall provide input to refine and further develop training and mentoring plans as training progresses. The “Mentoring & Skill Enhancement Tracker” will be completed by Consultant and provided to State Fund management on a monthly basis to document and record completed training and mentoring. The Consultant shall meet and discuss progress of training to the State Fund manager on a monthly basis. Consultant will make every effort to provide skills enhancement at a satisfactory rate and report any issues that may impede the progress of training and mentoring.
