DOH is seeking out an experienced senior IT professional in Microsoft
Application development and Enterprise Architecture for the following
projects:Direct the architectural and programmatic changes necessary to the
messaging gateway application to meet the requirements as defined in the
requirements document.Lead and conduct architectural design sessions.Lead
the development team in modifying and enhancing applications to meet an SOA
model.Working with business area to understand requirements and
design/develop system.Direct and participate in all phases of design,
development and implementation for messaging gateway project and SOA
solutions.Assist the development team in Architecting a secure Message
Processing Gateway application to receive and disseminate electronic health
records from PA Health Information Exchanges via the PA eHealth
Authority.   These messages are submitted by various reporters (e.g.,
providers, hospitals, laboratories, etc.) through their Electronic Health
Record systems to the DOH as per state and federal reporting requirements.
This position requires a technical team leader well-grounded in multiple
technology disciplines and has proven self-starter capabilities. This
Senior Architect will play a leadership role in helping design and build
the next generation platform for the DOH that would be the basis of an
Enterprise Service Bus (ESB) for the agency.  We are seeking an individual
with a strong technical background and experience designing and building
solutions, ideally with experience in the Healthcare arena, application
design, secure transmission and delivery of data, benchmarking, and
reporting.Work with DOH IT staff to develop an Enterprise Identity Provider
Service to provide a secure single sign-on/portal solution developed and
maintained at the DOH using SAML.  This senior architect will play an
integral role in assisting the DOH with the design and implementation of
this service.  Past experience in developing/architecting such solutions is
required.The consultant will work closely with assisting the new DOH IT
Enterprise Architect in reviewing all the disparate systems developed over
the years at DOH and define standards / structure for the agency to
implement actionable processes to move towards a more Service Oriented
Architecture (SOA) framework.  Required Skills:Enterprise Architecture
experience Required 5 Years   Experience architecting/developing Microsoft
ASP.Net applications Required 10 Years   Experience architecting/developing
VB.Net applications Required 10 Years   Experience architecting/developing
WCF Required 3 Years   Experience architecting/developing Identity
Foundation Required 2 Years   IT experience including all facets of
application development in a variety of environments Required 10 Years
Experience with SQL Server databases Required 5 Years   Experience with
architecting/implementing Trust Frameworks Required 2 Years   Ability to
work collaboratively and a demonstrated team player with a results-oriented
track record Required       Highly self-directed and able to manage and
prioritize multiple concurrent, and competing or conflicting challenges
Required       Strong analytical and problem solving skills Required
Desired Skills:Versed in healthcare industry standards such as HL7 Highly
desired       Working knowledge of Enterprise Service Bus (ESB)
architectures and technology Desired       Working knowledge of business
rules engines Desired       Proficient in developing technical
documentation Desired       TOGAF or Similar EA Certification Desired
