I believe it was discussed earlier, but in order to maintain compatibility with
older distributions, the CFLAGS workaround is needed for newer distro's.
For the libproc issue, try the following before your build, and you can include
procps support again.
export CUSTOM_PROCPS_NAME=procps
export CUSTOM_PROCPS_LIBS=-L/usr/lib/libprocps.so

try to build them on Fedora 18/19 x with gcc-4.8.1/procps-ng/glib2-2.36.3
this was already fixed months ago (2013/01 or 2013/02 AFAIK)
both, procps-ng and the deprecated errors while for them a CFLAG works
and --without-procps for the other case
