I think the script only does something by default in the suspend / resume cases; it tries to shut down all network interfaces and save some information about how to restore those later. That's the part that uses ifconfig (in case you don't have NetworkManager). On ESX, in particular, I don't think that really does anything because suspend is done differently and doesn't run scripts in the guest os.
