Oh, I guess I misunderstood.

I'm using Fedora 19 so I can just yum install watchdog, systemctl enable it, 
and done.  Is there a way to tell at run time wither SOFT_WATCHDOG was enabled? 
 Without install this watchdog package I had no /dev/watchdog file.
