I have updated sections 4 and 5 in the Open64 checkin policy
based on the decisions approved by the OSG in the Nov 4 meeting
to clarify the licensing for new source files and for changes to
existing source files. A summary of the udpate:
  1. Clarify that any new source file added to Open64 should have
      a GPLv2+ compatible license.
  2. A template header for new source files is provided.
  3. Clarify that changes to existing source files should not change
      the license. So, existing source files will continue to be
      under a GPLv2 compatible license, not GPL v2+ license.
  4. If a source change has been copied from some other place, the contributor
      is responsible for providing information about the origin of the source
      code as well as confirming that the license of the code being copied is
      compatible with Open64.
