Yes, using -msse4a does allow generation of popcnt in Barcelona. But in the AMD
ISA manual Popcnt is not listed under SSE4a. popcnt is listed as a general
purpose instruction. It is one of AMD's Advanced Bit Manipulation (ABM)
instructions. So -msse4a is not appropriate to enable popcnt, technically. In
the Intel ISA manual it is listed as a SSE42 instruction. Due to these reasons
I changed Is_Target_SSE4a to Is_Target_Barcelona but retained Is_Target_SSE42.
Collectively this will enable popcnt in Barcelona/Orochi and Nehalem too.

Could a gate keeper please review this change to enable generation of popcnt
instruction for calls to builtin_popcnt?
popcnt is right now generated for call to builtin_popcnt on Barcelona and
above. I use the following check: Is_Target_SSE42() || Is_Target_Barcelona()
Is_Target_SSE42 enables it on Orochi. Is_Target_Barcelona enables it on
Barcelona.
