Yes, it is intentional. The siloed reference analysis requires
building WHIRL_SSA, but WHIRL_SSA is disabled in any case by this statement
(which seems very strange for me, maybe because WHIRL_SSA is still not
stable?). Or perhaps a better way is to enable WHIRL_SSA only if siloed
reference analysis is turned on?
