Windows: cm_GetAddrsU wrapper for VL_GetAddrsU
cm_GetAddrsU() is a wrapper for the VL_GetAddrsU() RPC. The initial
version is a bare bones replacement for the VL_GetAddrsU() call from
cm_UpdateVolumeLocation(). Future changes will add caching.
