afs: Remove redundant AFS_LINUX_ENV test
After our Linux checks were converted to AFS_LINUX_ENV in commit
6329a523 (Change AFS*_LINUXnn_ENV to AFS*_LINUX_ENV), the extra
AFS_LINUX_ENV check in this line doesn't make any sense. Get rid of
it.
