Add sysname, files and header entries for FreeBSD 12.3
Created a new sysname "amd64_fbsd_123" in src/config/afs_sysnames.h
and added "param" files with minimal changes:
modified: src/config/afs_sysnames.h
new file: src/config/param.amd64_fbsd_123.h
new file: src/config/param.i386_fbsd_123.h
This mod builds on 12.3 with all tests passing.
