This strikes me as a bad idea... CellServDB - being the local database on
the machine, should be authoritative, not DNS.

Otherwise, if I can manage to corrupt your DNS, I could get you to start
talking to different DB servers. Bad news...

If you truly want that behavior, then remove the cell from CellServDB, but
it should definately be a fallback.
