I completely agree with your first point, or the improved version with 'rh' in it. To my knowledge that makes no problem for the 'rpm' program, I already had packages with release numbers looking like this.
However I don't see, why we need to add the kernel version, if the kernel package delivers modules for RH stock kernels.
When I look at the RH releases, then 6.2 was delivered with 2.2.14-5.0 and is now at 2.2.19-6.2.7, 7.0 was delivered with 2.2.16-22 and is now 2.2.19-7.0.8 and 7.1 was delivered with 2.4.2-2 and is now 2.4.3-12 . This implicitely means RH 6.2/7.0 = 22 and RH 7.1 = 24. There was a 2.4.0-0.26 in the RH 7.0 preview folders, but I cannot imagine anyone using this.
