i was only addressing the issue of the syscall that we cannot use.

the pag issue is complicated.  currently, there is really only one user
for such an interface, openafs.  until there are more users this feature
will remain a non issue to the linux developers.
I am sure there are other users who would like to release
code.  The UMich NFSv4 is one example.  I think there are
others that have been discussed on this list in the past.
Of course, OpenAFS is the most widely deployed of the users
of such an interface simply because it has been around for
a while. 

In the meantime, as long as there is no such interface,
everyone will simply develop their code using techniques
which will never be acceptable.    Sounds like a really
bad catch-22 situation to me.
