cmdebug makes a separate RPC to fetch each entry, by number. You will never see more than 10000 entries, because that's the number that cmdebug tries; it's hardcoded. You'll need to build a version of cmdebug with a bigger constant (in PrintCacheEntries32() or PrintCacheEntries64()), or else change it to use the count returned by the cache manager.
