After more thought, I now think we should be consistent with "df." We could
add a "-h" flag to "fs set/getquota" for those who don't want to count
zeros, and just use powers of ten (bytes). Then df can convert to blocks
internally.

Nice, but in my eyes the bigger problem is that in the volume header the
fields for quota and used blocks are afs_int32 limiting the maximum size
to 2 TB. Even making them unsigned wouldn't let us go further than 4 TB.
