associated with developing an OpenAFS patch, design feature, etc.?

That said, I can't figure out what question you are trying to ask.
Is it one of the following?

1. Does the OpenAFS file server permit file names to be created
   that are 256 octets long?

2. Does the OpenAFS file server permit files to be created that
   cannot be accessed or deleted?

3. Does the OpenAFS client for platform ___________ permit files
   to be accessed with names that are 256 octets long?

4. Does the OpenAFS salvager know how to deal with files whose
   names are 256 octets long?

5. Can OpenAFS file a bug with IBM regarding this issue and provide
   me with a fix?
