Both files? No, you should only need one. If you want to use a specific
address, list that address in NetInfo; you don't need a NetRestrict.
However, you probably _also_ need -rxbind, since a NetInfo file alone
affects only what addresses are advertised, not what address the kernel may
use to send packets.
