We use both of them, too. Restart times would otherwise be very
painful, especially as the salvager has been running after clean
shutdowns. Salvage still takes almost an hour, so what is the
salvager doing during that hour?

The same thing that a long fsck run does -- checking that the filesystem state is consistent. The time-consuming part isn't fixing what's broken; it's cross-checking everything to be sure nothing is wrong.

A better question is, why is the salvager running after a clean shutdown?
