While reviewing http://gerrit.openafs.org/#change,9488 , I made the
comment "if the caller specifies a RW id and requests RO and/or BK, I
don't see where we checkthat RW+1 and RW+2 are not already in use before
assigning them."
The gerrit change comments are a narrow forum for this question, so I'm
bringing it here. Is there a check that I'm missing?
