Well, the easiest is of course:
/etc/init.d/afs stop
rm -rf /usr/vice/cache/*
/etc/init.d/afs start

I suspect that "fs flush" is not working because your client isn't
properly started, because the cache is hosed. So, try the "rm -rf"
approach. Perhaps that's not "non-drastic" but rebuilding the cache isn't
a big deal.
