this was the case for transarc afs, but I think openafs fix this as I
know I can start and stop the service as noted above as 'power user'. 

Also, there was a program floating around from transarc that made
changes to acls in the registry that allow any user to start/stop the
afs service.  Don't remember where it is -- in may be somewhere still
at transarc.
