If you are using the aklog which is distributed as part of Ken Hornstein's Kerb5 migration kit then the version you have would
contain code to automatically perform the create user operation
assuming it was complied with ALLOW_REGISTER defined.

Heimdal's afslog seems to work in place of aklog here.  Can aklog do
anything that afslog can't at this point?
