There does not exist a 'sock_create()' function (declared in linux/net.h) with a 5th argument -- neither with nor without SELinux. I checked kernels 2.6.0 till 2.6.8.1 and the recent RH rawhide kernel for this.
it was with someone's patches which have since been reverted. i will remove it. if someone needs it back, we'll figure out something.
