To summarize - you can use AFS for most of the root filesystem, the solution described above uses tftp, initrd and tarballs for bootstrapping incrementally to a useful state, however AFS still uses user space daemons so its not a pure CONFIG_NFS_ROOT style arrangement that Dan was looking for, and does not appear to be an official project (yet?).
