I have been told offlist that the problem file is OpenAFSforWindows-1-3-7600.exe. I have verified that the file
located within AFS is correct

/afs/grand.central.org/software/openafs/1.3.76/winnt/OpenAFSforWindows-1-3-7600.exe

and that the version being delivered by the web server is wrong.
Since the web server is supposed to be delivering the version copied out
of AFS I am at a loss.
