When it came back up, I logged in again, re-ran all the commands in sequence. When I ran the first of the "fs mkmount" commands, it "succeeded" with the same error above. I re-ran the command, again, got the same error, then proceeded with the second of the "fs mkmount" commands, which took just as long, if not longer than the first, to complete. When it finally did, it provided this error:

Following this with "fs lsmount \\afs\all\permabit.com" now returns:

Error 6 is File Not Found. Error 0x40 is Network Name Deleted.
These errors make no sense in this context unless you are having some other unrelated problem associated with Windows thinking your AFS SMB Server is offline.
This work-around seems to not like me. If 1.3.7700 is going to be
released with a bugfix soon, I can wait for that, or if not, I can step down to 1.3.7000 again, since that seems to work just fine here.
upgrading to 1.3.7700 or downgrading to 1.3.7000 will not fix the problem. The problem is bad data in your registry. If you can't make
the fs.exe commands work then edit the HKLM\SOFTWARE\OpenAFS\Client\Freelance key and fix the entries manually to include the trailing dot.
