The exact sequence of commands that created this situation were:
vos move -v dist.web.stow afssvr3 l afssvr9 l
vos addsite afssvr9 l dist.web.stow
vos release -v -f dist.web.stow
vos remove afssvr3 l dist.web.stow

The volume in question has never been restored from a backup.
