This message is from the volserver, it indicates that the fileserver has not finished starting up. If the message continues indefinitely, the fileserver's startup is probably not completing due to problems in the vlserver. if you check your FileLog, you will probably see a message or two that looks like this: VL_RegisterAddrs rpc failed; will retry periodically (code=xxxx, err=yy) xxxx is likely to be 5376, UNOQUORUM which indicates that your vlservers are misconfigured or not all running. Are all the machines in your CellServDB for your cell actually running vlservers? Are their clocks in sync? Are all the machines that run vlservers mentioned in the CellServDB of this fileserver? if xxxx is not 5376, or the VL_RegisterAddrs error message is not present or looks different, then we need to see your FileLog in order to identify the problem.
